UNDIP Awarded the title of Honorary Professor to the Junior Chairman of State Administration Affairs at the Supreme Court of the Republic of Indonesia

Semarang – Central Java (4/20). Diponegoro University awarded an Honorary Professorship (Honoris Causa) to Prof. Dr. H. Yulius, S.H., M.H., who currently serves as the Junior Chairman of State Administration Affairs at the Supreme Court of the Republic of Indonesia. The inauguration ceremony of the Honorary Professorship (Honoris Causa) upon Prof. Dr. H. Yulius, S.H., M.H. took place on Saturday (4/20/2024) at the Prof. Soedarto, SH., Building, UNDIP Tembalang campus.

The inauguration of the Honorary Professorship (Honoris Causa) upon Prof. Dr. H. Yulius, S.H., M.H. is based on the Decree of the Rector of Diponegoro University Number: 133/UN7.A/IV/2024 concerning the Appointment of Dr. H. Yulius, S.H., M.H. as an Honorary Professor / Honoris Causa of Diponegoro University for his expertise in the field of Administrative Law and Administrative Court Procedure Law, which has positively contributed to law enforcement in Indonesia.

In his speech at the inauguration ceremony of the Honorary Professorship (Honoris Causa) upon Prof. Dr. H. Yulius, S.H., M.H., the Rector of Diponegoro University, Prof. Dr. Yos Johan Utama, S.H., M.Hum., stated that the honorary professorship is deservedly bestowed upon Prof. Dr. H. Yulius, S.H., M.H. due to the significant contributions he has made to law enforcement in Indonesia through his judgments that have brought about a new paradigm for Administrative Court Judges. His idea indicates that not only the Police, Prosecutor’s Office, Corruption Eradication Commission (KPK), or the Corruption Court (Tipikor) can save and recover state funds, but Administrative Courts can also play an active and proven influential role. In the BLBI case, for example, the Supreme Court’s decision from the Administrative Court Chamber has recovered more than 16 trillion rupiahs of state finances.

These decisions are in line with the theory of progressive law advocated by Diponegoro University’s legal luminary, Prof. Dr. Satjipto Rahardjo, S.H., who dared to break through procedural barriers to deliver substantive justice. In the future, Administrative Court Judges should consider this tacit knowledge as a guideline, where Judges should not only assess the legality of Government Decisions or Actions but also consider whether there are potential state funds that can be saved. If so, the salvation of state finances must be a priority.

Prof. Dr. H. Yulius, S.H., M.H. was born in Bukittinggi, West Sumatra on July 17, 1958. He began his career as a staff/Trainee Judge at the Padang District Court in 1984. His career as a judge started at the Blangkajeren District Court in 1986; then, he was transferred as a judge to the Tanjung Balai District Court in 1989. He held a series of strategic positions until being appointed as the Junior Chairman of State Administration Affairs at the Supreme Court of the Republic of Indonesia starting on November 9, 2022. Yulius’ appointment as the Junior Chairman of State Administration Affairs is based on the Presidential Decree of the Republic of Indonesia Number: 112/P/2022 dated November 2, 2022. He succeeded Prof. Dr. Supandi, who reached retirement age on October 1, 2022.
