On Wednesday, December 20, 2023, Universitas Terbuka (UT) held its first-ever Public Defense of Doctoral Dissertation (TAPD) for the Doctor of Management program. This event marked the culmination of the academic journey of Mr. Mindarto Totok Oktaruna, a doctoral candidate, who presented his TAPD entitled “EVALUATION OF PUBLIC SECTOR ORGANIZATION PERFORMANCE THROUGH A STRUCTURAL MODEL APPROACH AT BPKP: CORPORATE UNIVERSITY AS A MODERATION VARIABLE.” The examination took place at the Universitas Terbuka Multipurpose Building.

Dr. Mohamad Yunus, S.S., M.A., Vice Rector for Academic Affairs at Universitas Terbuka, presided over the examination as the Chair. Additionally, Prof. Dr. Suliyanto, S.E., M.M. from Universitas Jenderal Sudirman, Prof. Dr. Ali Muktiyanto, S.E., M.M., and the doctoral candidate’s supervisory team consisting of Prof. Dr. Lijan Poltak Sinambela, S.E., M.M. as the Promoter, Dr. Zainur Hidayah, S.Pi., M.M. as Co-promoter 1, and Martino Wibowo, S.E., M.Si., Ph.D. as Co-promoter 2, participated as external examiners.

Prof. Lijan, in his academic accountability as the promoter, presented the research findings of Mr. Mindarto Totok Oktaruna’s TAPD, indicating that talent management, organizational risk management, and organizational health had a positive impact on the corporate university. Furthermore, talent management, organizational risk management, organizational health, and the corporate university had a positive effect on organizational performance. Additionally, the corporate university reinforced the positive influence of talent management and organizational health on organizational performance. However, in this study, the corporate university had not yet strengthened the influence of organizational risk management on organizational performance.

The successful completion of the doctoral examination by Mindarto Totok Oktaruna serves as evidence of academic excellence and research contributions nurtured by Universitas Terbuka. In his address, Dr. Mohamad Yunus, S.S., M.A., Vice Rector for Academic Affairs, expressed the hope that Mr. Totok would be the first of many doctors who would inspire their peers to complete their doctoral programs on time. He also emphasized the importance of applying Mr. Totok Mindarto Oktaruna’s TAPD not only on paper but also in the field, particularly at BPKP Kepulauan Riau, where the candidate is employed.

Dr. Totok Mindarto Oktaruna is the first doctor in the field of management produced by the Doctor of Management program at the Graduate School of Universitas Terbuka.

This examination was also attended by Prof. Dr. Paken Pandiangan, M.Si., Vice Rector 3 of Universitas Terbuka, Dr. Meirani Harsasi, S.E., M.Si., Dean of the Faculty of Economics and Business at UT, and representatives from the Graduate School, represented by Ir. Kristanti Ambar Puspitasari, M.Ed., Ph.D.

Other prominent figures present at the examination included Dr. Siti Julaeha, M.A., Head of Quality Assurance Center at UT, Angga Sucitra Hendrayana, S.E., M.Si., Director of UT Batam, Dr. Sri Sediyaningsih, M.Si., Head of the Library and Archives Center, Prof. Ginta Ginting, S.E., M.Si., as well as Deputy Head of Supervision at BPKP Kepulauan Riau, Raden Suhartono, S.E., M.Ak., CIAE.
